Recent legislative changes (House Bill 442 from the 133 General Assembly) require the Resident Educator license to change from a four-year license to a two-year license and the Resident Educator Program from a four-year program to a two-year program. Effective April 12, 2023, the Ohio Department of Education will transition the standard Resident Educator license only from a four-year to a two-year Resident Educator license. This is in accordance with changes to the Resident Educator Program. This bulletin provides information regarding the changes to the standard Resident Educator license. Please note the following:
- Educators who hold a standard Resident Educator license may advance to the professional license on or after April 12, 2023 if they have completed Years 1 and 2 of their local Resident Educator Program, passed the Resident Educator Summative Assessment (RESA), and have no coursework limitations on their licenses.
- Beginning on April 12, 2023, all standard Resident Educator licenses issued will be two-year licenses.
- The two-year, standard Resident Educator license will cost $80, or half the cost of the current four-year Resident Educator License and the four-year Alternative Resident Educator License.
- All Alternative Resident Educator licenses issued will remain four-year licenses.
- Effective for the 2023 – 2024 school year: credit for teaching experience will no longer be granted towards the required years of the Ohio Resident Educator Program.
- Teachers from out-of-state who enter Ohio’s teaching profession with less than two years of teaching experience and who meet the program eligibility requirements are required to participate in and complete the Ohio Resident Educator Program to advance to the five-year professional license.
- Teachers from out-of-state who enter Ohio with two years or more of teaching experience may apply for the five-year professional license.
- Teachers who have not yet completed Years 1 and 2 of the Resident Educator Program and have a license that expires on July 1, 2023 will be required to submit an application to transition to the two-year Resident Educator License to complete the Resident Educator Program.
Please note the following exceptions to the Resident Educator Licensure Changes:
- Changes have not been made to the Alternative Resident Educator license; the Alternative Resident Educator license remains a four-year license. Individuals holding an Alternative Resident Educator License must still complete four full years of teaching under the Alternative Resident Educator license (in each area listed on the alternative license), to apply for a professional license.
- Educators who hold the Provisional License for Workforce Development and are teaching career-technical courses are exempt from participating in their local Resident Educator Program.
