The OEA Rural Caucus is established for the following purposes:
- To promote the interests of rural locals at the state level
- To assist members of rural locals to engage at all levels of the OEA
- To assist and monitor the OEA with its decision-making policies concerning rural locals
- To inform members of rural locals about the need to be engaged at all levels of the OEA
- To advocate excellence in education in rural school districts
